National Energy Conservation Award - 2007 &
National Painting Competition 2007

NATIONAL ENERGY CONSERVATION DAY - (Ref.Website) Ministry of Power organized the annual energy conservation awards function on the occasion of National Energy Conservation Day, today at Vigyan Bhawan, New Delhi. The President of India, Smt. Pratibha Devisingh Patil presented the Energy Conservation Awards to forty two (42) outstanding achievements by industrial units, buildings and Zonal Railways selected from 384 nominations received. She also gave away prizes to children who won the national painting competition on energy conservation and energy efficiency. Union Minister of Power, Shri Sushilkumar Shinde was also present on the occasion.
The awards are recognition of the demonstrated commitment to energy conservation and efficiency. These units have collectively invested Rs. 2923 crore in energy conservation measures, and achieved an annual monetary savings of Rs. 1843 crore, implying a payback period of 19 months and an avoided thermal generation capacity of 308 MW. Ministry of Power and Bureau of Energy Efficiency have also undertaken National Campaign on Energy Conservation 2007. Under this campaign, Painting Competition on Energy Conservation at School, State and National level was executed. About 5.25 lakh students of 4th and 5th standard participated in the School Level Painting Competition, which was quite encouraging.
Addressing the gathering the President of India reaffirmed government’s commitment towards sustainable development and inclusive growth by using the precious energy resources effectively and wisely. Citing the successful example of the energy conservation effort in Rashtrapati Bhavan, Smt. Patil urged large buildings in the country to find out the scope for energy savings, and to implement measures to achieve these savings quickly. In particular she suggested that all the Raj Bhawans in the country exploit their energy saving potential at the earliest through the innovative performance contracting method and engaging Energy Service Company (ESCO).
While praising the efforts of the industry, Smt. Patil exhorted the public sector to take the lead in this important national effort. She congratulated all the children who took part in the National Energy Conservation Painting Competition and stressed the need to inculcate in the future citizens the importance of energy conservation.
The Union Minister of Power, Shri Sushilkumar Shinde indicated that the present shortages of 15,000 to 16,000 MW may be overcome by practicing energy conservation and efficiency. He informed that the Chief Ministers’ conference on Power in May 2007 resolved to undertake Demand Side Measures. Ministry of Power has initiated schemes for lighting, building and agricultural sector. The lighting programme, the Bachat Lamp Yojana, is likely to be announced shortly and would provide the CFLs at the cost of incandescent bulbs by using the CDM revenues. Shri Shinde added that energy conservation efforts need to be translated into a mass movement so as to be inculcated in daily lives. It needs to be imbibed and practiced by all citizens and must become a way of their lives.
Secretary, Ministry of Power, Shri Anil Razdan in his welcome speech, stressed the need to lifestyle change based approach to energy conservation and efficiency. He said that the need for awareness and education is a very important strategy to convey the message of energy conservation and energy modesty to the public at large. Shri Razdan added that there is a need to reassess lifestyle and recognize that in adopting the energy efficient option, neither comfort nor cost is compromised.

I am happy to participate in the celebrations of the National Energy Conservation Day. I congratulate all those who have been awarded for their outstanding contributions to energy conservation. Your efforts are important to us and I hope that you will continue to excel. Today is an important occasion to reaffirm our commitment to sustainable development and inclusive growth by using our precious energy resources effectively and efficiently.

Each one of us present here is fully aware and committed to bringing about a greater efficiency in the use of energy resources in all our activities - be it at home, at work, in our offices, on the road and in agriculture, or in industry. I believe that each one of us also has the responsibility to help spread the message about the efficient use of energy and its conservation to each and every citizen of the country. Each individual can be a motivator for energy efficiency and such like-minded individuals can join forces to launch a national energy efficiency movement.

Energy plays a key role in achieving the goals of sustainable development and poverty eradication. We are faced with the formidable task of meeting the increasing demand for energy. The effort would be three pronged - to enhance supply, use resources available in an optimal and economical manner and on the demand side look at ways to save energy. Technological advances can contribute in large measure to this process. Energy efficient equipment should be manufactured both for industrial and domestic use. Similarly, the process of manufacturing should be such that it cuts down on energy consumption at every stage. We would also have to ensure that there is better distribution of electricity as there are a large number of instances of power loss in transmission and there are also cases of power theft. All these issues need to be addressed. We must educate our people that energy is a resource that needs to be used judiciously. There are multiple requirements for energy and all citizens have a duty not to waste this precious resource.

Increasing access to energy and enhanced energy efficiency is important for our development. Our own policies for sustainable development are by way of promotion of energy efficiency, increasing the share of renewable energy and changing the fuel mix. Fossil fuels will continue to play a dominant role in the energy mix in decades to come but the development and use of advanced and cleaner fossil fuel technologies should be increased. The sharp increase in energy prices has resulted in a renewed focus on energy diversification and efficiency. Promoting increased research and development in the field of various energy technologies in particularly renewable energy and advanced energy technologies can help in augmenting sustained and secure supply of energy.

Even though India's per-capita emission of green house gases is much less than those of developed countries, in this age of climate change, as citizens of the globe, all of us need to make efforts towards energy conservation. Efficient use of energy is itself a mechanism for reducing global warming. I would call on all individuals, businesses, corporate organizations, Government offices and others to look at their energy consumption patterns and cut out wasteful expenditure of energy. Over the past few years several energy efficient gadgets have been introduced that curtail electricity consumption. Continuous R&D efforts should be made for making available machinery, vehicles and gadgets that have lower energy intensity. I strongly urge all large public and private buildings in the country to find scope for energy savings in their premises and to implement measures to achieve these savings. The energy savings movement in buildings needs to grow exponentially. Regular energy audits are very useful in monitoring progress made in this regard. Energy thus saved could be made available for those who do not have access to it or have a greater requirement for energy.

At this function today, I am very happy to see the representatives of industries here, who are being honoured for their energy efficiency achievements. I hope that you will also motivate and stimulate other industries in your own sectors for similar achievements. Industry today accounts for over 40 percent of the commercial energy use in the country and their energy efficiency efforts not only help them in increasing their own competitiveness, but also help in mitigating pollution.

Transport is a sector in which there will be increasing demand for energy. It is important to develop energy efficient vehicles as well as better fuel mixes. Effective mass transport systems like metro and bus services should be a priority to reduce the number of single person used vehicles.

I urge all private and public sector undertakings to redouble their energy conservation efforts and to participate more aggressively in the National Energy Conservation Awards Program in the years ahead. Their achievements will be a great source of pride for us and will also provide great impetus to the national energy efficiency movement.

Finally, I want to congratulate all the children who took part in the National Energy Conservation Painting Competition. I saw the prize-winning paintings, and am now firm in my belief that each one of you is an important partner of the Energy Efficiency Movement. It is important to develop from an early age a way of living that conserves energy and inspires others, even elders, to live a life that encourages energy savings. To my young children your behaviour and your actions will guide the future of our nation.

I again remind each individual to implement at least one major change in lifestyle that promotes energy efficiency and also influence at least one more person to do the same. We must encourage all to buy energy efficient products, live and work in energy efficient buildings, and enjoy an energy efficient lifestyle. In this way the energy efficiency movement will multiply manifold through our cumulative actions.

OBJECTIVE
To give national recognition to the selected Industrial units who have made systematic and serious attempts for efficient utilization and conservation of energy during the years 2004-2005, 2005-2006 and 2006-2007.

AWARDS

First and second prizes are proposed to be given in each sub-sector in the form of a Silver Plaque with appropriate citation on such awards as may be decided by the Ministry of Power. The performance of Units would be judged through the questionnaire (format enclosed) which would be evaluated by an Award Committee. It is not necessary to give first and second prize in each sub-sector. The Award Committee would take a final decision depending upon the number of entries received in each sub-sector and other considerations. An industrial unit getting the First Position for the third year in a row will be eligible for a "Top Rank Award" for that year. The units getting Second and Third Positions in that year will be given First and Second Prize respectively. Also, the Second Prize may be given to a unit for any number of years.

The industrial unit eligible for Top Rank Award for 3rd year in a row would be given the highest prize, namely "Excellence Award" (instead of Top Rank Award) in recognization of its consistent performance. The rest of the scheme would be same as indicated for the Top Rank Award.


1 - LARGE/ MEDIUM SCALE INDUSTRY
Award for Excellence in Energy Conservation and Management
ELIGIBILITY

a) The scheme is open to all industrial units in the following sub-sectors: Aluminium, automobile, cement, ceramics, chemicals, chlor-alkali, consumer goods, distillery and brewery, drugs & pharmaceuticals, dairy, edible oil/vanaspati, fertilizers, forging, food processing (food & vegetable, marine products, package & food products, drinks & beverages), foundries, glass, integrated steel, jute, mini steel, mining, paints & allied product industry, paper & pulp, petrochemicals, petroleum pipeline, plastic industry, refineries, refractory, sugar, steel re-rolling mill, tea, tyre, textile plants and general category. b) If any industrial unit does not fall under any of the above specified sub-sectors, the unit is encouraged to send its nomination under the sub-sector “General Category”. c) For Small Scale Industry, a separate questionnaire is to be filled up which can be downloaded from Bureau’s Websites: www.bee-india.nic.in & www.energymanagertraining.com d) The industrial units in organized sectors should be in production for at least above three years (2004-07). Important: The annual reports for these years are required to be attached along with the "Award Questionnaire".

e) Certificates to this effect that the company is presently following all the statutory requirements pertaining to the safety and pollution control should be attached along with the questionnaire.

2 - SMALL SCALE INDUSTRY
Award for Excellence in Energy Conservation and Management
ELIGIBILITY

a) The scheme is open to all units in the following sub-sectors of Small Scale Industry: Re-rolling mills, Foundries and Forgings. b) If any Small Scale industrial unit does not fall under any of the above specified sub-sectors, the unit is encouraged to send nomination under the sub-sector “General Category”. c) The unit should be a bonafide small scale unit and should produce appropriate proof for the same from the concerned Government agency and that the certificate is valid for the period given above. d) The unit should be in production for atleast above three years. Important: The annual reports for these years are required to be attached along the "Award Questionnaire".

e) Certificates to the effect that the unit is following all the statutory requirements pertaining to the safety and pollution control should be attached alongwith the questionnaire.

c) Certificates to the effect that the nominated office building is presently following all the statutory requirements pertaining to the fire, safety and pollution control (as applicable) should be attached along with the questionnaire.

c) Certificates to the effect that the nominated hotel and hospital building is presently following all the statutory requirements pertaining to the fire, safety and pollution control (as applicable) should be attached along with the questionnaire.

c) Certificates to the effect that the nominated Shopping Mall building is presently following all the statutory requirements pertaining to the fire, safety and pollution control (as applicable) should be attached along with the questionnaire.
